Not something you want to show up at alone. The cops were probably waiting for back up before they rolled up on the scene.
Plus.... there's a good chance that the cops will never know what happened or why. There's a huge stigma associated with ratting out to the cops and it's not worth it. Rarely is there a victim willing to press charges. Knowing all this as a the norm.... why rush to break it up? Especially if you are already handling a legitimate scene .... accident or crime, etc.
This younger generation wants to take matters into their own hands, they do not want the police to get involved. The police generally don't go where they are not called and I have a feeling you may have been the only one who called in that fight.
It's like those crowded HS basketball games when a shot(s) is fired. No one is going to give up the shooter.... no one. Even the victim has nothing to share. I get why these kids do this but it's going to become a problem when there is a legitimate reason to call 911.
Also.... cops aren't like firemen. They don't all sit around in the troop or HQ waiting for a call to come in. They are out and about actively looking for crimes, preventing crimes, being seen in high crime areas. Therefore, being right across from the police station doesn't make for a faster response time. I'm not sure how all agencies work but some assign geographical areas for that officer to spend a shift handling complaints. These cops are expected to be in or very near these areas as the calls come in during their shift. These areas can be far from police stations.
In a fire, being close to a fire station would help tremendously.

From where we live the County police drive by about every 10 minutes or so ,Sometimes they park almost at the site of the fight. If you knew this you would know that most of the girls are street walkers. When the police did show up there were plenty of them .Even the New Castle City police were there. There a house on Memorial Drive that houses a lot of these girls. After the police left the girl who was attacked went into that house..She really took some hit's .

Yikes.... sounds like a bad area. I've never been to New Castle and I have no clue where NCCPD's HQ is located. I hope this isn't a frequent event in your neighborhood.... stay safe.
