I'm not sure if he is drunk or just stupid. The San Francisco Chronicle has a different take on it, surprise, surprise.

I will admit that when I heard when some of the votes were to be taken I wondered how they would round up all the drunks to get them there in time for the vote.

I'm not sure if he is drunk or not, it seems as though he is. Some tried to say it was because it was late and he was tired, I dunno it looks like the time stamp on the video is 1:45pm? I cant see it. Ever wonder why we get such shitty stuff out of Washington, heres at least some indication why. I would never let my employee come back from lunch snockered I mean one or two beers talking business is one thing but out and out drunk? This what you would see from both sides if you were privy to some more private moments.

And just as an aside, I wonder if he was drunk why the hell his people would let him out there like that......
