| | | It's bad legislation for a lot of reasons but the worst of those at the moment is that they're looking to sail it through because of the Budget shortfall. Unlike in past years when this issue has come up, and failed, they're looking to pick up any money from anywhere that they can.
That's not to suggest that the Budget hasn't grown exponentially in recent years because it has but, as everyone is aware the revenue stream just isn't there to support it this time around using the tried and true 'nickle and dime' increases here and there thus the initial license fee.
They're going to try to justify this based on the FY2010 numbers and that's no way to support the local small businessman, that's the shaft.

State owned liquor stores in PA.
When I lived in Louisiana, I could stop, get gas, smokes, beer, liquor and wine all at the Circle K... I miss it, but I understand the concept of not selling in stores... Except in PA where the liquor stores are State owned - they need to give them up. The prices are jacked up so high that I could drive to Maryland and buy liquor and drive home for less.

I don't know if people realize just how many cases of beer a liquor store has to move each and every day in order to turn a profit, but it's a LOT. These folks aren't making much in markup due to the incredible amount of competition out there, so the answer in that situation is simple- volume.
When you take away the liquor store's ability to move that volume, what does that leave them with?
They have to find a way to stay in business with the only competitive advantage they have, and that's going to become liquor sales. I don't see how this isn't going to drive up the cost of spirits across the state, as liquor stores struggle to stay alive on liquor mark up. I didn't vote, as I have no objections to that being done, yet as the same time don't see any need for it.
Don't they mean $100,000 per store? I doubt if many grocery stores are willing to take that chance, plus I think that it could cause employment problems as no cashier could be under 21 if I'm right. Wine selection would be shittty, as many stores are crammed for space now.

As for EVERY other "small" LQ store I've been in, they are owned by non-citizens who are running on a 10 year federal tax exemption. They sell their license after 9 years to a family member to keep it going. They aren't "mom 'n pop" shops anymore. The Patel organization (er, family) owns more than 70 "small" LQ stores in the state. Profits are not staying in the state for economic gain - I'm not saying that will change when Acme can sell beer, but at least Acme is based in Idaho, not India.
