Dubai over the last few years has become one of the world's tourism mecca's. When you implement things like a departure tax and room tax, let's say $13/each to leave and 5% room tax, you can maintain a very good economy.
In Cayman everyone who visits has to pay US$13 to leave. It's nowadays wrapped up in the cost of your ticket but it's there and it goes to the government. Cayman hits over one million visitors by August every year.

This tower was formally known as "Al Burj" - they've finally finalized the height. It wasn't known if they were going to go taller than the Burj Dubai at all.
