Wilmington Democrat Margaret Rose Henry says her bill, which would make marijuana available to patients with a doctor's prescription, addresses a quality-of-life issue. Henry says marijuana would be dispensed at "compassion care centers" that would be staffed by workers who've undergone criminal background checks.
