The only way any talk of any "arrests" being made is if someone asks "What happens if I refuse to pay?"
It never had to get to that point.
It was not unprofessional for the server to ask for ID, even if it was belated.

Example A: Customer is demanding to see yet another manager, insisting that his entire meal be comped, and avowing he will never set foot inside the premises again
Example B: Customer pays check, approaches the hostess or a manager, if one is recognizable, and explains that the meal and/or the service they received was truly unsatisfactory and that they are disinclined to return because of it.
Which customer is likeliest to walk out with a $40 gift card for a return visit?

If you make an ass out of yourself and offend management, you do not have to be served.
If you refuse to pay a check, you not only do not have to be served, you can be arrested.
