What bothers me about it isn't so much that this person has the idea that we'll just swoop in and take care of them even after the fact, but that the word 'should' was used. There's a sense of entitlement there that I find, frankly, nauseating.
Although it's reminiscent of one of our own welfare abusers being totally convinced that they deserve everything they receive, right down to the last Food Stamp, simply because they have children and for no other reason at all, you have to remember that the person in this article has more than likley never even met one of these dregs on society.
So where would they even get the idea that they're entitled to our care?
Would anyone else like to pick up from here?

That's easy: because the American gov't has insisted on interfering in foreign affairs so much that it's become expected.
With that in mind, I can't blame the person who said that. It's only logical to say, "Hey, you've helped all those other people. Everyone should know how I feel: the American government shouldn't be giving any aid to Haiti, or any other country. This is not a legitimate function of gov't.
That's not to say the people of Haiti don't "deserve" help. It's saying that private charities should be the ones providing it. Doctors Without Borders, the Salvation Army, the Red Cross, Unicef, Catholic Charities, Mormon missionaries, the Quakers, etc., all do a much better job of helping the poor than the gov't ever could.
