It's called a "Sticky" or a "Pinned" thread so that it's easy to find, this particular thread is "Pinned" to the top of the forum so you always know where to find it regardless of when it was last posted in.
Your best bet is to check the time and date to see if it's current, like in the last hour or so maybe, or just look in the "Who's Online" section, that will show if anyone is in the Chat area ...
