| Police seeking sex offender
Police seeking sex offender who walked away from DPC
State police today said they are looking for a sex offender believed to have walked away from Delaware Psychiatric Center.
Authorities already searched the grounds of the state hospital off U.S. 13 near New Castle and have broadened their search to surrounding areas, said Delaware State Police spokesman Cpl. Jeff Whitmarsh.
Area residents were notified by a reverse 911 telephone system to make them aware of the offender, identified as Larry E. Franceschi, 31, who has lived at the state hospital near New Castle for several years, Whitmarsh said.
Franceschi, who was court-committed to the hospital, is believed to have left the grounds about 9:30 a.m. today, he said.
The missing patient is state-classified as a Tier II offender, meaning he has moderate risk of committing new sex offenses. He also is a registered sex offender, Whitmarsh said. Police have listed him as a missing person.
According to the Delaware Sex Offender Central Registry, maintained by state police and the State Bureau of Identification, Franceschi was convicted in 1999 of sexual solicitation of a 12- to 15-year-old, and engaging in a prohibited sexual act.
Franceschi is 6 feet 4 inches tall, weighs about 240 pounds, and has brown hair and hazel eyes, Whitmarsh said. He last was seen wearing a white T-shirt and baggy black shorts, he said.
Whitmarsh said anyone with information on Franceschi's whereabouts should call 911 immediately.
