WMDT 47 NEWS - If you love animals and are thinking of either buying, adopting, or rescuing a dog...in a 3-part special report WMDT tells you why you should never buy a dog online.     A loophole in an outdated federal law, apparently allows for the appalling mistreatment of animals.    <br />
Jennifer Izzi, of Selbyville, shares her experience with WMDT's Emily Lampa in the hopes that legislators might hear, and propose changing the law. &quot;I hold animals so close to my heart,&quot; she admits tearfully, &quot;they're just so defenseless.&quot;    <br />
More than a  year ago, Izzi thought she &quot;rescued&quot; her French Bulldog, Frank, paying 900 dollars to the woman who runs what appeared to be a non-profit adoption Agency which rescues dogs. &quot;When we first got Frank, he was definitely terrified of people. He was very skinny.  He was scared to eat.&quot;     <br />
But she tells WMDT, she was duped by a woman named Wendy &quot;Faith&quot; Laymon, a convicted puppy mill owner.  An investigation revealed that about 13 years ago, police raided Laymon's Seattle area operation, seizing hundreds of dogs, arresting her over unsanitary conditions and breaking kennel laws.  Animal groups accused her of running a puppy mill.    <br />
Prior to her arrest, Laymon did a silhouette interview, with WMDT's ABC affiliate KOMO 4 in Seattle, saying &quot;Of course, they've lied about me...&quot;    <br />
A court convicted her on most of those charges.  She was fined and spent time in jail. After Laymon got out, she moved to rural Missouri. But apparently, this did not stop her.    <br />
The Humane Society of the United States listed her as one of &quot;Missouri's Dirty Dozen&quot; in 2011 and 2012.  State Authorities found she was overdue on inspections. <br />
In a 2009 federal order, Laymon admitted to willfully violating the Animal Care Act. She was fined and lost her federal license for 3 years.     <br />
Despite all this, she's still at it, because of the Internet. Selling dogs online does not require a federal license.     <br />
&quot;The law was written before the Internet,&quot; explains Dan Paul with the Humane Society of the United States.  &quot;So there's a giant loophole for sellers that want to sell directly to the public, via the Internet.  No inspections.  The Internet is a puppy miller's best friend.&quot;    <br />
</span></font><font color="#ff0000"><span style="font-family: arial">According to the International Fund for Animal Welfare, more than 700,000 puppies are advertised for sale, on the Internet, on any given day.  And all leading animal welfare groups urge you to never buy a dog online. </span></font><font color="#000000"><span style="font-family: arial">   <br />
